01 / GCF FRAMEWORK
An official national point of contact.
As established in paragraph 46 of the GCF Governing Instrument, each developing country that is a party to the United Nations Framework Convention on Climate Change (UNFCCC) must designate an NDA or a Focal Point to serve as the official point of contact with the Fund.
Within the GCF framework, the NDA is the government institution officially designated by a country to act as the interface and communication point with the GCF.
At the center of this role is the country’s Focal Point, the person designated within the NDA as the direct contact with the GCF Secretariat.

MINAMB serves as Angola’s National Designated Authority.
In Angola, the role of National Designated Authority (NDA) for the GCF is carried out by the Ministry of Environment (MINAMB).
MINAMB’s designation as NDA stems from its legal mandate to propose, formulate, conduct and implement, as well as oversee the Executive’s policy on the Environment, Climate Action and Sustainable Development.
This mandate is established in MINAMB’s Organic Statute, approved by Presidential Decree No. 278/22, of December 7.
